VP, IT Performance and Business Services(Managed Care Background Preferred)

Job Summary:

The VP, IT Performance and Business Services is responsible for developing and aligning IT goals to Corporate Strategy and implementing disciplined management processes and procedures focused on improving overall IT performance against corporate strategies, optimizing financial resources, cultivating strong vendor partnerships, facilitating initiatives that attract, develop, and retain top talent. Provide strategic leadership of all new business in coordination ​across IT delivery teams. This is a hands-on leader as a strategic change agent working in a dynamic organization helping to drive transformational improvements across the organization across many different strategic areas.

Essential Functions:

  • Develop IT direction and strategy in conjunction with IT leadership to protect business interests; work with business leaders to set measurable and specific goals
  • Work with leaders to develop and monitor Key Performance Indicators (KPIs) that track the overall health and value that IT is delivering to the broader organization
  • Oversee the IT Growth team, ensuring effective program and project management practices are in place to support the successful delivery of complex, multi-faceted integration, implementation, and merger/acquisition initiatives
  • Implement IT Governance​ practices to ensure optimal allocation of IT capital allocation
  • Develop and manage the IT Operating and Capital budget through the implementation of disciplined and rigorous financial management and analysis practices, including FinOps operational oversight, in conjunction with the enterprise project management office
  • Develop and implement a comprehensive external labor strategy that provides cost effective and timely access to 3rd party resources aligned to the broader IT resourcing strategies
  • Responsible for managing partner vendors to contracted SLAs and deliverable expectations
  • Supervise recruitment, development, retention, and organization of assigned IT staff in accordance with corporate budgetary objectives and personnel policies
  • Develop and execute Human Capital Strategies focused on attracting, developing and retaining top IT talent
  • As a member of the senior IT leadership team, manage the strategic organization agenda, including executive communications, and special projects
  • Develop and implement a comprehensive communication strategy that elevates employee engagement, highlights the value that IT is delivering to the business and amplifies the CareSource Brand in local, regional and national technology forums

Education and Experience:

  • Bachelor’s degree in computer science, business management, a related field or equivalent work experience is required
  • Ten (10) or more years of Technology Leadership experience running a mature, large scale technology practice (i.e. Application Development, Infrastructure and Operations, Program Management) required
  • Five (5) years in a Senior Leadership role required
  • Extensive financial management experience in a large-scale technology organization with responsibility for managing operating expense budgets of $300M+ and capital expense budgets of $100M+
  • Demonstrated experience managing mature FinOps functions
  • Extensive experience with IT governance and capital allocation
  • Vendor relationship management experience is required
  • Five (5) years leading IT activities related to M&A Integration Strategy and Delivery in the Health Care Payer space

  • Deep understanding of the drivers of IT performance and value creation and the ability to communicate to all levels of the organization
  • Ability to build strong relationships with internal and external business partners
  • Deep understanding of business measures and outcomes related to Medicaid, Medicare and Marketplace P&L and business development KPIs and how IT capabilities enable these outcomes
  • Skilled in interacting with external regulators and other stakeholders to represent CareSource business and IT capabilities
  • Deep experience in IT activities supporting business expansion, including government procurement initiatives, as well as M&A deal thesis through operational implementation
  • Strong interpersonal and communication skills, strategic/critical thinker, results and action oriented
  • Demonstrated success interacting with and influencing c-suite level and board of director stakeholders
  • Deep IT financial expertise, including capex/opex strategic management and cloud/FinOps practices
  • Skilled with creating written and verbal executive communications
  • Comprehensive knowledge of technology project management, business planning, application systems support, data and analytics strategies, and IT operations processes
  • Knowledge of integrating complex vendor system environments
  • Excellent project, planning and time management skills
  • Must be able to work in a fast-paced environment with daily work processing deadlines

Working Conditions:

  • General office environment; may be required to sit or stand for extended periods of time

Compensation Range:
$150,000 - $300,000. CareSource takes into consideration a combination of a candidate’s education, training, and experience as well as the position’s scope and complexity, the discretion and latitude required for the role, and other external and internal data when establishing a salary level.
